According to the Firestone website the next smaller size is 14.9x34. It should be on a 13" rim. And that's an odd size, so you'll often see 14.9 tires on 12" rims.
So, I agree 16.9 is your size. It is frustrating that there can be so much difference in the same tire size.
Looking for an American made economy tire, I bought two pairs of American Farmer rear tires, and I don't like them. I disliked the 18.4x38's so badly that I got rid of them. I put up with the 14.9x28's I got, on a little use tractor.
I can only say I stay with Firestone tires. From there it's a choice of what they offer in a size.
