He saw something wrong IN THE MORNING while re-rod was being installed and said something to the contractor. It would have taken two minutes for the re-rod guy to text message the boss and say- "grumpy old dude axing about shatter in this garage- is there one or should I bury him under this slab"? The re-rod guy failed to follow up.
Mud trucks did not appear until AFTERNOON when s-i-l was there. They had time to ask and answer the question, and get the pipe laid out. Hell, they still probably had time to rough in a drain line while the cement was going in, I would have at least formed in a trench for it. But, that's just me
