There's always 2 sides to the story. My local farmers coop has store managers that do all of their hiring and firing. The board doesn't have anything to do with that except in the case of the store manager. I think this works best. I've seen in the past a board member wanted a favorite nephew hired and it almost always was a disaster. The manager sees the employees every day not just a few minutes every few days.
If the manager is otherwise doing a good job, I wouldn't 2nd guess his personnel decisions.
