I was an insurance claims adjuster for 47 years and worked with a lot of great fire departments about one-half of them volunteer. I have no complaint overall how they handled their job. But smoke and water damage as a rule do not total a house or commercial building. Each fire is different and there are no hard and fast rules, it all depends on the individual circumstances.
