I can't see them taking the down pipe off for that. The down pipe is the exhaust outlet leaving the turbo and going to the tail pipe at the back of the engine behind the turbo. If it was off you would have loud exhaust noise, more than likely a loud turbo whistle noise and exhaust fumes in the truck, and probably not any power problems.
The hot side charge CAC (charge-air-cooler) tube runs close to the P/S pump and lines though. If this tube was loose, leaking or off you should hear a hissing type air noise, and a significant loss of power. Its possible that one of the silicone hoses that connect the tube has a hole or is loose though.
