Never seen an excavator with the undercarriage that worn out. What he probably needs is to put in track adjuster seals to keep them tight. If the upper functions have power, but not so much at the tracks, then the center swivel needs to be resealed. I've seen machines where the swivel seals were literally gone. They would travel forward and backwards, but would only turn if you did like your saying. New seals and the machines would turn on a dime and give change.
On the starter situation, while he's gone, go ahead and pull the new starter and have it checked. It's stupid to keep looking for a problem....if one doesn't really exist. Based on what your saying, this would have been one of the first things I suggested, and would probably have told him to figure it out for himself, if he wouldn't let me pull it to check.
