I never dealt with the BBB, but I was under the impression that they keep records on consumer complaints and the resolutions of those complaints. If, and only if, a consumer checks with the BBB BEFORE they deal with a business, they will find out about reported complaints and how those complaints were resolved. To the best of my knowledge, BBB has no enforcement powers except the reporting of complaints and record keeping. That can be a strong incentive for businesses to avoid getting involved in unresolved complaints.
