I suspected it was due to air somewhere, I just haven't figured out where. I disconnected the supply line, and have a great deal of flow there. I even attached the supply line and had it fill the pump while the front of the pump was off, it flowed through and made a nice mess. But there was no shortage of fluid, and I thought all the air was out.
The difficult thing is the high pressure side, I cannot get any of the hoses loose. I'd like to avoid breaking them, but they won't budge. They're soaking with penetrating oil now, I'll give them another try tonight.
