Okay, don't confuse Federal DOT Rules and Regs with State law. An unsecured load on a non-CMV is covered under your state law, not Federal DOT. Weights are a state issue entirely unless something has changed in the last 6 years or interstate commerce is involved. Also keep in mind your DOT cops may be local, county or state police with DOT Inspector training and credentials, but they are still local police with the authority to enforce local/state law. So when a "DOT cop" writes up a guy with trash falling out of his Ranger, it's not a Federal violation, it's a state violation.
