Again, an F550 with a Farm Plate is still a CMV. If your state says, like mine does, that DOT regs apply to intrastate CMVs, then they can check. But weights and registration is a STATE issue not Federal. If you are in violation of state law, and the DOT officer has police powers within that state, then yeah, he can write it up.
Not all DOT Inspectors have police powers. Here in NY our State DOT had Federal DOT Inspectors with no authority to write a ticket. A DOT Trooper or other PO has to do that.
