Human nature can be pretty disgusting at times but it is what it is. My observation has been pay to camp areas are far better respected than free camping areas. Maybe if you charged fees to cover expense of maintaining the property people would better respect the place. Having someone vist campers to see if they have evrything they need and to answer questions go's a long way also. Are these the same people useing property over and over or is it various people at various times? Depending on which,they require different approachs.
