It's very possible the "rack" in the injection pump has stuck in the "no fuel" position.
Take the fuel cutoff solenoid off of the IP and verify movement of the "rack'.
There's a lever that a heavy spring in the solenoid pushes DOWN when it's "off", and a light spring in the mechanism pushes UP when the solenoid retracts.
You should be able to press it down, then the spring should lift it back up, if the "rack" is free.
Otherwise, you may not have got all the air bled out of the system.
