Those engines can be hard starters and can also be a bear to bleed air out of the system. If you have fuel at all injectors crank it with the throttle all of the way up. That seems to help. I ended up putting a new injection pump on the semi with a 3208. It was expensive but cheaper than a new semi.
There's no oil shutdown sensor on mine. They run pretty high oil pressure so you should be fine.
Get rid of the ether. It will start when you have it all ready. Forcing her won't end well. Smoke means there's some fuel. I think it's not at all of the injectors or at least enough of them. They can be smoking banshees so when you really get lots going you are close.
