I can't imagine why anyone would use air to push fuel in this system. It's got a lift pump which is fed by gravity from the tank along with a hand primer on the lift pump............
As Wayne stated, it most likely has a stuck plunger or perhaps a broken plunger spring on #1 element. Check/change the pump oil. If it doesn't free, remove the side window on the pump and see what's going on...
If it's just air, start her on 2, crack #1 line open and wait until it clears. If the element is pumping, it will clear.
