It's that simple. The presidents powers are limited by the constitution and amendments. The president can't do much in the way of anything without it passing congress first. LOL they can only involve the military in combat for 90 days without congress either issuing a declaration of war or approving it. Now if the CIC of our military can't even really use said military for more than 90 days what makes you think they have power to so much else?
