Open the air box and give the engine a shot of gas with an oil squirt can. If it tries to fire, there is a fuel problem. Some have a fuel pump, some are gravity flow. All are subject to the carb gumming up if it's been sitting a while.
If that doesn't get it to try to start, pull the plug wire, check for spark. If good spark, check the plug, good to just replace it so you're not chasing a simple problem.
If no spark, check the kill switch and the wiring going to it for any signs of being pinched or shorted to ground.
