Potholes are caused by the Grader operator not maintaining drainage and Washboards are caused by excessive speed, braking force, and acceleration of Vehicles. I run a 16' blade, anything wider than 30' would require an extra pass. Around here speed limits are set by law and based on a engineering survey, changing a speed limit on the public right of way would require a drastic change, such as enough residential development to meet residential street status.
