Virtually no one anywhere near me, inn the city or rural areas, runs storm water underground. Period. I do not understand why the gutters don't discharge to downspouts directly into the yard and why the sump doesn't discharge above ground level through a much higher hole in the foundation. We freeze here, but a slight down angle to the sump discharge pipe keeps it from holding water and freezing. Looks like you could have saved thousands of bucks by simplifying the setup.
