Spencer county isn't that far away, let me check with my brother, he's got a 63-64 2000 he just traded for, diesel, 5 speed with live power. He's done a little bush hogging with it and we have 17 acres of hay to ted and rake that will give us an idea on it's overall condition. He told me yesterday he would ask less than you budget if he doesn't have to do any work on it. Also know of a 600 Ford, gas,5 spd, live pto that needs some engine work, not sure on the price yet.
I've got a real nice 801 diesel, select o speed with new tires that I gave less than $2000 for but it's not for sale.
Just saying do some searching, there's better tractors out there than 8N's and H's that will fit you budget and if you have to give a few hundred more to get a much better tractor, it'll be worth it in the long run.
Also any tractor you look at check the condition of the rear tires, you can drop a grand or more in a couple of rear tire's real quick.
