Sounds like you have some air in the system,1st check the fluid level then try the remotes first one way and then the other with the ends open usually that will purge the air from those Fiats.Also there is a screen in the suction line on most of them it may be partly clogged.What part of the country (World) are located? Not Many of those tractors in the US.
