Jim. : 580 Case Backhoes of that age used a Rosa Master Distributor Injection Pump, inside these pumps are a part called a weight retainer ring wich was made of some kind of rubber. This rubber ring will detiroate and break in diesel fuel after prolonged time and will allow the govoner to run wild when ever it take a notion (usally when you idle it down) The only fix for this is to remove the injection pump and have it repaired, preferable at a athurized pump shop. This is a very common failure with these types of pumps wich were used alot on J.D., IH, A.C. and Case and they all would do the same when this part inside the pump would fail. If you want to verfiey that is your problem, remove the timming window from the side of the pump and have a clean white towel to catch the diesel fuel as it runs out the side and you will see pieces of this ring ground up in your towel, also you may see peices in the window opening as well, (looks like mouse droppings) See what you find.
