This is a common problem with most any tractor and your clutch has simply rusted to the flywheel or pressure plate. #1 block the pedal down when you are not using it that way the clutch is less likely to rust to rust up. #2 pull the starter off with the clutch pedal blocked down use brake cleaner spay and spray the clutch area down real well and if you can turn the engine every little bit so as to get to the whole clutch. #3 if you can safely drive it around then start it in the highest gear it will start in and drive it around holding the clutch pedal down till if frees up. #4 then from now on block the pedal down when ever you park it
