I just looked at a map and it's pretty darn close to the 2004 collapse, plus, an article in the paper elaborated on the situation and this interceptor line has had previous failures (back to the 80's when it was only 8 years old). They've continuously inspected it since then and found many cases of cracks, etc which are constantly being repaired. The county has spent $170 million in repairs over the years. Numerous lawsuits were filed . As to how do they repair it? Dig, baby, dig:
