You don't have to worry about cattails. Aquacide Company makes numerous products for aquatic problems. I've been using Aquathol Super K granular for about 6 years now. I got it as I was overwhelmed with Coon Tail moss, to the point of choking my pools (ponds) oxygen and killing over 100 fish, including 6-8# Channel cats and big Bass. However, it also attacked the horrible cattail infestation I had and water lillies and most everything else. I had Tea Leaves this year but not many. However it's been a couple of years since I have applied any and I had slight moss and no cattails. I want a little cover for "fry fish" protection.
It's pricy, but not on an application rate. A little goes a long way. I use a hand crank, hand held fertilizer spreader to dispense it which works great. If you have moving water it obviously doesn't work very well.
