Here in the province of Ontario it has gotten totally out of hand. Here are a couple of examples; plastic tire valve stem caps vs. metal is an offence. Tire pressures must be EXACTLY what the mfg states, know of a guy that was charged because he failed to indicate in his log book what province he was in when he stopped for his dinner.(I am sure no one would die because of that). I agree that there has to be some common sense here but this kind of axe swinging is not helpful. I have said before that you could take any road vehicle, equip it as properly as the law asks then put the wrong person behind the wheel and negate the whole thing.
