I guess I would first remove the coupling shaft between the rack upper shaft. This shaft has U / Joints. These joints freeze up, it's best to remove it & soak in Oil & work it.. I believe there is a outside source for new joints but they are VERY hard to find. Ford wants a lot of $$ for the part I sell many of them .. # 8L3Z-3B676-B list nearly 400.00.. So I'm saying for 400.00 you can afford to try & free it up & then keep it well oiled.. Every Oil Change paint it with the used motor oil from the engine & I promise you will never have a issue with it again. When this shaft is froze, steering turns hard in SPOTs, then easier.. If this shaft is OK I would be checking froze up Ball Joints, lastly a Steering rack.
