First, just like any other pump - you have to make sure the pump is actually turning. Stanadyne Roosamaster C pump has a drive designed to break if the pump turns too hard. Early Cs have hollow shear-bolts on the timing/drive gear. Later Cs have a driveshaft that will snap in two like the later DB an JDB pumps use. If the pump is known to be turning - take out the electric solenoid plunger and then try to start it. Easy to do. Just note that with that plunger out - if it DOES start - you will not be able to shut it off with the key. The C pump has similar features to the later DB an JDB pumps. Problem is - near no parts available for it anymore. That is why Deere sold kits for the 1020 to adapt to a JDB pump if the CBC failed. Your C pump has a rotary vane charge pump just like a JDB. C pump has a round timing window instead of a rectangle. Metering valve is quite different with rack and pinion gears to activate it. Shut-off fuel solenoid is a little cylinder plunger that easily gets stuck and results in a no- start.
