That sounds like an Elenco FWA, although I never heard of one on a 5000. Come to think of it I have never heard of a 1964 5000 so chances are yours is really a 4000. Any way the Elencos have that clutch to protect the front components from damage from overpowering. Chances are it needs a new slip disc. Post a Shout Out to Tony Jacobs.
