You have them backwards, the TOP left-right is the original CAV 296/796 filter style the tractor came with. All the small outer top holes are the fuel in, the center is the fuel clean-out passage after fuel has gone down through the filter. The lower filter is the NAPA/WIX design filter, the fuel inlet is the top OUTER groove next to the case seal lip. That's where the mistake is often made of putting an "extra" O ring in the groove, stopping or restricting fuel flow. Also make sure on both filters the O ring is in place for the center tube top, or the fuel will by-pass the filter. Either are fine to use.
