The first thing to do is make sure the linkage between the governor and the carb is not binding at all. With the tractor off & the throttle mostly open, the linkage should move freely back and forth.
It sounds as if the governor just needs the linkage adjusted. If you follow the adjustment procedure in the I&T manual it should work correctly. You might have to make a minor adjustment from the initial adjustment made following the book.
