I have multiple larger JD tractors, and each of them have 2 neutral start switches...one on clutch, other on transmission. All were PS tractors. The only one I ever bypassed the clutch switch on was the 3020, so I could start the silage blower without getting on the tractor. Later ones were cab tractors, and I"d get into the cab to start the blower. I"ve never bypassed the transmission NSS switch on any tractor, but yes, there are two NSS switches. In your case, see if you have a transmission NSS, and see if it has been bypassed. Easy to do...just cut a short wire, crimp terminals on it, and plug it into the NSS wire plug.
