You say 8.2 volts on the Batt terminal of the VR. That's the same voltage that should be on the battery minus the drop (a few tenths) in the wire path and through the ammeter. It indicates that the VR is good. If all is wired correctly, then it means there is higher than desired resistance in the path. What size (gauge) wire is in this path? Also be good to measure the voltage at the ARM terminal of the VR. It should be close to the 8.2 volts at Batt terminal of the VR. Does the ammeter show any charge? Even though the ammeter is new it could be bad out of the box.
