If there is some other way to vent the gas tank, yes.
But, venting a gas cap does not just mean drill a hole in it. The IH triple baffle gas cap for example, has three baffles inside the cap to prevent gas from sloshing out through the vent hole. There is no direct hole from inside to outside.
