I guess the big question you didn't answer is - What are your intentions with the tractor? Restore? Donor? Yard art? Resell?
It really sounds more like a donor tractor tractor than a rebuilder. A tractor that has been opened up and exposed to the elements that long might not even be much for parts. Even the wheels could be junk if they've been buried in the ground for long. Chances are it was parked because it had problems before it got there. 717 made does make it rare, but condition is a huge factor on if it is worth anything.
I guess I would look at it as what the "good" parts that make it a GPO versus a regular GP are worth and go from there. Scrap would be what? $300? Is the seller motivated, or willing to let it continue to rot if you don't offer him absurd money?
