if it isn't leaking repairs are not that difficult, I have done many. I assume this is a bottle jack, near the pump there should be a plug, removing it will reveal two steel balls and a spring or maybe two. one ball will likely be larger than the other, remember how you removed them,basically just make sure that everything is in place, sometimes the springs will get twisted or such. you can also pull the pump out and make sure that seal is in place also.
if you chose to purchase something new , the Torin Big Red brands are pretty decent or spend some money and by OTC , off the top of my head I cant recall which brands are made here in the states, I buy all the used american brand jacks I can get my hands on for resell and most of them I rebuild.
don't by fooled by brand names, Snap-on's are just one that comes to mind that are imported and metric and they are expensive to buy repair seals for
