Steve pretty well summed it up. I might add muriatic acid to the recipe after the big rust has been rattled out of it. I mix up a 10% mixture of muriatic acid and water and fill the tank to the brim with it, setting the tank on a block under the center of the tank if possible. I let it soak three or four days, rocking the tank on the block a few times a day to agitate it. Then I dump it out being careful not to let it splash on me, and rinse it three times with hot water, four times is better. Hot water heats the tank so it might dry out faster. To help dry it out quick stick a hose connected to a low pressure air supply in the tank and walk away for an hour. Someone else might have an idea on how to get rid of the flash rust, I haven’t come up with a good way to do that yet.
