That's a good question, I would have thought it threaded in with pipe thread, but it appears that the fitting is just pressed in, as it's not shown as a separate part. So, I suppose it's like the tubes, fittings, or hose barbs pressed into various waterpumps.
Over $200 for a new cap and elbow!
At this point, I'd clean it up and see how tight it fits.
With it removed from the oil cooler, clean it with solvent, and clean and rough up the fitting and hole with a wire brush, sandpaper or sandblast it, then stick elbow back in place with Loctite Sleeve Retaining Compound (IF it's a pretty tight fit) or a good quality epoxy, if it fits a bit loose, and allow to cure, then clean the assembly THOROUGHLY before reinstalling to make sure no abrasive or other debris gets in the cooling system.
