Try removing the fuel line from the tank to the filter base, how is the flow TO the base into a pail? May be a restriction in the tank or the shutoff valve assembly. The early CAV DPA solenoids could have the spring/plunger removed for testing if it has one, and the manual stop lever used to shut down for testing. Usually solenoids are like a light bulb, either good or bad. Sometimes they begin to fail when warm though. The latest solenoids are designed different, the plunger can't be removed for testing purposes.
