I pasted a link that has some good pictures in it showing how to look to see if the "rack" is moving when the throttle is adjusted. Simple remove the filler cap from the injection pump ( 2 7/16" bolts) and you can see the end of the rack. If it does not move when the throttle is adjusted then it is stuck. Gently pry it and apply a good penetrating oil to try to break it loose.
You may not have to do a complete disassembly to free it!
There is a lot of resources regarding this problem, just search it on google. The TD6 pump is the same, and many others are very similar in design and can be used as resources too.
