Did you potentially lose a sale to another person? Is it taking up space that would otherwise be put to better use? If not, What you already said you're gonna do is the best course of action. Relist it, sell it, and give him his money back if he comes calling.
I guess you could argue that if you sell it for less than he had agreed on, you can keep the shortfall out of his down payment, but that is up to you if you want to do that. Personally, I'd just give his money back if the tractor is gone when he shows up...If he shows up.
I scrapped a mixer mill a guy left here from my F-I-L's sellout auction in 1996 or 97. I scrapped it in mid-2000s. He never did show up, and his estate sale was in 2011.
