Assuming you want wood back in there and you don’t have a driver, the best way is to pull the post out using methods already mentioned, ream out the hole with the tool of your choice, and re tamp a new post into the reamed out hole. I know, it’s a lot of work and that pesky fence is right there in your way giving you bloody hands. Or, you can put a new post in the old hole, using a slightly smaller post and try tamping it with a thin rod.
