There isn't anything you can do about the haz area around a weld in this case. That is why you have to plan for it and fabricate accordingly. Get the tube back in shape, weld it, grind it and plate the side with a piece of 3/16 plate. You can also plate the top. The plates should be 3-6" on each side of the weld, just a bit narrower than the flat of the tube, and the ends should be cut angled, radiused, or left unwelded and offset from each other so the ends don't line up.
