Have you checked the internal seals on the cylinder?
More likely that is the problem than the valve.
Not much can be done to the valve other that fix external leaks. If you go into it, be very careful to put it back exactly as it came apart. It will go back clocked to many different positions, but will only work when in the correct position.
If the cylinder seals are bad, you might consider a larger diameter cylinder. That would slow the steering down.
