That governor/distributor housing looks like it is from a WD-45......but, I guess it would fit on a D-17 engine as well.
Apparently your D-17 does not have the power steering pump powered off the cam gear, either?
I blew the gears on my D-17 (Series II) a couple of years ago but fortunately I did not damage the cam or governor gears.
With the help of a bore scope and 4 homemade "retrievers" I was able to get all of the pieces out of the timing cover without having to pull the front end off the tractor.
Pieces floating around in there will certainly cause you future problems.
I don't know about the thickness of the gears but the governor parts are the same from the WC up thru the D-17. The one difference being the strength of the springs which was increased to gain more RPMs as the tractors' HP was increased.
I guess I would check to see if the governor is receiving any lubrication as a first step.
I would also check to see that the forked lever is lined up properly with the thrust bearing.
