Yes, the pulley would go over the tapered part behind the flange.
The pulley goes over the shaft first, then the hub goes on the shaft. Bolts thru the flange go into the pulley and the pulley and hub are drawn together via the bolts.
The tapered part of the hub has two slits in it.
As the pulley is drawn up onto the tapered hub it forces the hub to clamp onto the shaft.
