Charles: Sounds like it's out of adjustment or needs repair. Yes the lever should latch forward to start on gasoline(diesel off). It has a manual choke and electrical switch for on/off. Once started , allow to warm up. Once warmed enough, pull back lever and QUICKLY open diesel part way. (This gives less smoke than opening diesel first) Buying a manual is $$ well spent. The factory stated warm up period was expected to be 600 rpm's or one minute with a new engine and at a standard engineering-day which is 59 degrees. Used engines will vary. Hope that's all that's needed to get you going. ralph
