Yes all boilers should be certified. Most states they are. However in most states Cops are also certified and that does not stop the 99% spoiled rate that exists. Politics, power and GREED will always rule in any group that wants the unchecked ability to make the rest of the people look bad so they will look better and also to be able to rob at will. It is the one basic flaw in the psychological make up of cops and politicians. Surprisingly firefighters lack that flaw, theirs is the love of fire that runs them.
