Passports work if you don't have drivers license. Annoying thing for New York City residents, seems that 20% or so of people do NOT have drivers license, need voters registration cards and utility bills to vote-- not enough parking space, high car costs, public transport for most needs. Old draft act stats- 19 to 21 year olds that were expected to have drivers license but New York City had 30 to 35% each year inducted without drivers license, 18 year olds registering were 35 to 40 % no drivers license. Southern California was 95 of 18 years old did have license- and some of those that didn't used to have license and it was pulled for violations. Midwest farm boys 99% with license at registration.
