If you are running a pto operated machine, say a brush cutter, you do not get correct operating rpms for your pto except at rated engine speed. If you are tooling along at 1500rpm, but your pto runs at 540rpm @ 2500 ENGINE rpm, your machine will not operate as well. Especially with a sickle bar mower or a mower-conditioner. If you try to save fuel by baling hay at part throttle the low rpms will be an even bigger problem.

Part throttle when raking, pulling a wagon, blading, or other light drawbar work is a good idea.
