Is the inside of the distributor clean? If not, you may have some type of contamination (oil, distributor cam lube) problem. The distributor must never be "sealed" it must "breathe" to get rid of humidity from the air. Does it have a vent? Is it open? When you sand the points (you should really file them, to keep the surfaces perfectly parallel) do you clean the points with some alcohol (to get rid of the oil from your skin) when you are done? If all checks out, I get my points from NAPA, the ventilated type, and never have the problem.
